School governing bodies are responsible for revenue repairs and maintenance. As all revenue maintenance and repair funding is delegated to schools the choice of how services are procured rests with individual schools. Schools are therefore responsible for procuring all routine property maintenance, and in areas concerning mechanical and electrical services in particular, for ensuring that statutory checks and maintenance are carried out.
The council established a single total facilities management (TFM) contract bringing together a range of building services, including repairs and maintenance, security, building cleaning and grounds maintenance. The partnership providing the ten-year TFM contract is between the council and Interserve FM Ltd operating as Property Ealing. The contract went live on 20 April 2009.
Property Ealing offered schools a menu of services during the first year of the contract and a revised offer will issued during Spring Term 2010.
The council has arranged the option to separately purchase the support surveyor service via the council's current professional building consultants and will be included in the new professional building consultants contract commencing 1 July 2010. The support surveyor will provide hands-on technical guidance to schools and asset management plan planning.
The council provides advice and support to schools in discharging their duties. With particular regard to maintenance regimes Property Services collated a document guidance to legal duties for maintenance regime (without prejudice) - March 2009 (excel) in response to requests from schools. It was assembled, as of March 2009, to provide building maintenance compliance guidance to help identify the minimum regime required to ensure that your duties are discharged in regards of compliance.
