Updated requirements for submitting FLAGEL documents and remedials
This applies only to children’s centres that are classed as ‘schools’. It does not apply to foundation, faith, or academy sites.
From September 2025, site management staff should:
- Submit FLAGEL documents to schools.flagel@ealing.gov.uk FLAGEL documents are:
- Fire risk assessment
- Legionella risk assessment
- Asbestos management plan
- Gas servicing/safety
- Electrical installation condition report
- Lift servicing (if applicable)
- Remedials will be input at the same time as documents are uploaded
- The process will now be managed by Mark Bass
Please note:
- The previous submission form is no longer required
- The concertosupport@ealing.gov.uk email address will no longer be used, but any documents sent there will be forwarded to the new address
Schools buying into Ealing property services
- These schools do not need to submit maintenance documents
- They must still check compliance, send in anything not covered by Property Services, and mark off any remedials allocated to their site
New FLAGEL reporting system
A new reporting system will provide each school or centre with a FLAGEL Score, showing compliance levels and comparisons with other sites. An example report is included for reference.
- Mark Bass and his team will follow up monthly with the lowest-scoring schools to improve compliance
- Current compliance levels (as of August 2025) are lower than expected
- Schools can request a copy of their report at any time by emailing bassm@ealing.gov.uk or schools.flagel@ealing.gov.uk
Schools maintenance surveys
Separate to FLAGEL, maintenance surveys will restart in early 2026.
- The surveys will be reset after the long pause
- Sites will be visited in alphabetical order
- 15–18 visits will take place in spring term, 30–35 in summer, and the remainder in autumn
- Further information will follow at least 3 months before recommencement
